Does India not have any child abuse laws? Example: parents refuse to get medical help for baby with 2 faces.?

Sounds like the parents are putting the child's interest behind getting donations from "worshipers" who think the child is a reincarnation of one of their gods. Why won't the government step in? And why does India seem to have a disproportionate number of congenital defects in their babies, BTW?
