Help I want to know if I have the rights to do this?

Well last week my brothers friend come to knock for him he has brain damage there was a little boy with him about 6 I reckon standing on my doorstep flicking a lighter because my brothers friend has brain damage he didn't realize it was wrong and did nothing I felt like taking it away from him would I have the rights to do that btw I'm 12
