Could a "tracker" narrow in on an e-mail sent from a cellular phone?

I know it is possible to track the location of where an e-mail is sent from by laptops and computers through their internet connection. However what would happen if you attempted to trace an e-mail which was sent through a cell phone? Would it know what phone number it came from? Could it pinpoint a location?
