Why did the Catholic Church take out the altar rails after Vatican II?

Before Vatican II, there used to be altar rails that separated the sanctuary from the congregation. The lay people used to kneel down at the alter rail to receive Holy Communion on the tongue. Now there is no alter rail and people stand to receive Holy Communion in the hand. Why did this change?
